The Government of Telangana has demonstrated an exceptional “Ease of Doing Business” mindset that directly addresses the evolving needs of our growing metropolis By refining the utilization of Transferable Development Rights (TDR), the government has addressed long-standing stakeholder representations, introducing a framework that balances rapid modernization with environmental responsibility.
Key Benefits for the Middle Class and Homebuyers: Impact on the Common Man
These reforms are not just for developers. By reducing the complexity of building regulations and optimizing land use, the Government of Telangana is paving the way for more competitive housing prices and the accelerated development of world-class infrastructure. The focus on TDR also ensures that landowners affected by road widening or buffer zones receive fair and marketable compensation, fostering a more equitable development ecosystem.
● Encouraging Mid-Sized Developments: For plots between 750 sq.m and 2000 sq.m, the government now permits buildings between 18m to 21m in height through TDR utilization This encourages the development of mid-sized apartment complexes, which are the preferred choice for middle-class families seeking quality housing in prime areas.
● Flexible Setback Relaxations: New provisions allow for setback relaxations in non-high-rise buildings through TDR. This flexibility enables developers to optimize space on smaller plots, leading to more efficient floor plans and potentially more competitive pricing for homebuyers.
● Cost-Effective Infrastructure Solutions: In areas where Master Plan roads are modified or deleted, applicants can now submit equivalent TDR in lieu of development or conversion charges. This reduction in upfront cash liquidity requirements for projects helps stabilize property costs.
Spurring Sustainable Development in the CORE Area:
G.O.Ms.No.95 is a strategic move to densify the CORE area of Hyderabad sustainably. By redefining High-Rise Buildings as those 21m or more in height and introducing structured TDR loading for taller structures, the government is ensuring that vertical growth is managed and contributes to the city's redevelopment.
● Managed Vertical Growth: High-rise buildings above 10 floors will now feature a structured TDR utilization (3% up to 20 floors, and 5% above 20 floors). This ensures that as our skyline grows, it remains tethered to a system that compensates for land affected by buffer zones and environmental protections.
● Incentivizing Large Plot Development: Plots above 2000 sq.m can now achieve up to 5 additional floors based on road width through TDR utilization, promoting larger, more organized residential communities with better amenities .
